Seth Thomas 24hr Naval Clock

Seth Thomas Naval Ships Clock, 24hr Face:

I have come across this clock and seek an answer about it's face. The 24hr faces that I am familiar with have 00 in the 12 o'clock position and 12 in the 6 o'clock position. This particular clock has 12 in the 12 o'clock position and 00 in the 6 o'clock position. Can anyone explain the purpose of such a face to me?
