What's wrong with this picture?

I put the hour hand on, minute hand, little cup over the minute hand, and the nut, but there is not enough force on the hour (barrel? Gear?) for it to work. The hands are just limp. I think I have everything in order, but something it wrong. That little cup just goes over the threaded part of the shaft, so it does butt up against anything. Go to be something simple I'm doing wrong. I know the pic isn't very good, but it's the best I got right now.

There is a clip on the axis between the plate and the hour wheel.

This may be the Master 1461E clock mentioned in another post. I overhauled one of those. Here's a picture of the tension washer at the base of the center arbor that provides the tension needed to hold the minute hand in place.

I have another Master variation that does not have springs under the center arbor but does have a small sleeve.

Well, if you were handy enough, you could make one...not in my wheel house though. Timesavers might have a variety pack of tension washers. Years ago, I bought a package from The Horolovar Store.

They have some costs associated with shipping and handling. However, it appears the "handling" is $0 if over $20. Shipping is $5 for under $15 or 10% of the order for over $15. (This is per the order form on their website.) I suspect you could find things you're going to need anyway...just add them all up and you might find that it's cost effective in the end.

$5 is fine, it's what I would expect. I'm just getting geared up again, been spending more money than I have on stuff I'm going to need, to things are tight right now. For $7 I'll put one out of the 100 on eBay and get my money back!
