What's this tool?

This came from the estate of a retired watchmaker.... never seen anything like it. On one end (right), there's a thumb screw that looks like it would hold a graver....

Thumb screw also has pat. date of June 9th, 1925. Opposite side "Economy".

Yes, it holds a graver. It is called a Crocker graver sharpening jig.
