Got this along with some broaches I bought on Ebay recently. Can anyone tell me what it is called and how it is used? The little hook like piece on the end pivots.

It's one of the amusing problems of watch repair items found in the watchmakers toolbox. To me I agree it does not look like a tool sort of? Actually looks like the part of something but watchmakers are resourceful they adapt things. Then they tend to accumulate tools from other industries. So if you acquired tools from other watchmakers You will end up with all sorts of strange bewildering tools that have been accumulated because It just appears to be something watchmakers do. Which makes for very unhelpful answer. It just seems to be what watchmakers do accumulate miscellaneous mystery tools and pass them on to the next generation.

looks like some sort of crank....best is when you buy a lot of vintage watchmakers tools and you get a bunch of handmade/altered tools.
