Welby Clock Company and a New Haven Gingerbread Clock "Cunard Line" circa 1907

Picked up two today way out in the big thicket of Hardin Co, Texas. Mainly after the New Haven Gingerbread Clock "Cunard Line" circa 1907, lady said her late Mother had the clock her whole life (died 88 years old) and the Welby Mantel Clock was just a bonus $20 each. I'm confused about the Welby. The movement says "75 Welby Division, Elgin National Watch Company, TWC (2) Jewels, Made In West-Germany, JN adjusted:???: 150-010. What I'm confused about is the clock has no pendulum or bob. How does it work without that? Well it's not working as is, but I don't understand the design. Is it a 1970s clock?
