Wall clock

Does any one know if Dutton & Co London was a clock manufacturer? My clock has a message that says Chancellor of Exchequer Bankruptcy office 1944. Has anyone seen such a message before?

Dutton may have been a manufacturer, but I'm not sure.
I'm certain some of the UK members will know more.
