urofa 59 servicing issue

Hi all!
Need some advice with Urofa 59
Ive done service recently but am struggling at one place
Red circled lever ( regulator ) touches the green circled double wheel

Maybe someone had similar issue with current caliber?
Ive tried to use another lever bust still nothing changed its lifting and touches the wheel slightly...

The spring indicated in blue should be up against the side of the coupling clutch where the yellow line is. It acts to both push the cc into function, and to keep it against the bridge (by being over the tab it's now pressing on). Most movements have a shouldered screw to keep it down.
