Urgos 32/1 grandfather clock movement can’t move minute hand

I have been working on a Urgos 32/1 movement. The minute hand just seemed to get tighter and tighter over time as I turned it to the point that you can not turn it yet the clock will still run. If I take the pallet assembly off you can spin the center shaft with little to no friction.
I tried to reset the pallet assembly to find a point where the clock would tick and I would be able to turn the minute hand. Once the pallet was engaged to tic tock I could not move the minute hand. Something is not right but I do not know where to look next.

Are you mistaking the intermediate wheel (in picture) as a pallet?

No, I am referring to the C shape part that sits on the escape wheel that makes the tic tock sound.

Perhaps a little lubrication on said clutch may help.

I think the whole clock could sit in oil for a week and it will not make a difference.

I had bought a second movement like this for parts some time ago and pulled it out to take a look at it. It has the same issue. Very hard to move the minute hand. This movement may not be worth the time and effort but I will try to replace a bushing and see if that helps a little.
