Tool to measure how powerful a movement is (torque)?

Is there a tool clockmakers use to measure the torque of a movement? For example, say I wanted to add a complication to a movement could I measure how much torque that isolated complication requires? In the same line of thought, is there a tool that could measure how much torque a clock mechanism has to measure how strong a clock mechanism is relative to another one?

I use a torque screwdriver fitted with a chuck (clock key) to fit the winding arbor. You can apply the torque you need to start things moving as well as measure the torque required to release the click, which is the torque the spring is imparting to that arbor.
