    Cannon pinion closer. You are missing the pin that goes up through the bottom and inside the cannon pinion to keep from closing it too far.

    I have a "modern" version of this tool, but I love the look (and age) of this one. I will probably never find the pin, but I'm going to hang on to this, nonetheless!

    If you happen to have a smoothing broach of the correct diameter, you can use that. Or, a sewing needle.
