What is this for? Could it be for tightening bows? It is about 6 1/2 in. long.

This is a chemist's three-jaw clamp. We use it for hold flasks, thermometers, condensers, and most anything cyindrical in shape. There is another piece that attaches this clamp to a ringstand. It is not a watch tool, although I have been known to use them in my watch room for hold things that are being heated with a torch.
