I ran across thin when repairing a Seth Thomas 113a movement. I thought I had seen it all! Here is my guess the spring was installed by hand this caused distortion, barrel cap wouldn't stay on so it was peened well i guess that didn't work so it was soldered and that failed too. Then it was drilled and taped and screws installed that caused clearance issues therefore the screw heads were cut off. I am sure it was tough to thread the end cap... harder than doing the job correctly. Now I need a Time / Strike barrel plus some other odds and ends please PM me if you have a spare....

Is the barrel cover upside down.
Not a pretty repair.

Yikes. Yes, replacement will be less problem than attempting to put it right again!

I'm questioning whether the spring is too wide for the barrel and thus not allowing the cap to seat properly.
