If he's charging $100 just to look at it, you'd probably be better off finding someone else.
These are not complicated to work on. Though, getting them to run with decent rotation can be a bit trying.

I've got one of these with a broken 4th wheel pivot I have to fix.
Repinning the hairspring may solve your problem?

Running fast for a balance wheel is usually an indication that
the lever arm is failing to lock. This is caused by poor power to
the escapement and/or dirty pivots on the balance wheel.
Poor power in general could be bushings and old oil as well.
Locking is when the pin pallets go onto the flat edge of the
    teeth on the escapement wheel.

If I remember correctly, these weren't the best of timekeepers back in the day either. From the one's I've worked on, they tend to suffer from under-rotation of the balance, which then leads to short-cycling. It's not just bushing work, old oil etc.

There were more than a couple of "head scratching" moments...

Schatz made these under quite a few different names for others.

$100 to see / estimate- too much in my books. To fix - possibly on the low side.

This is a relatively old post but thought I needed to make a comment here.
I just finished servicing one that I purchased at our Regional (cheap, cheap.....) and could not believe how nice it is constructed for a pin pallet movement. It has balance jewels (2) and all it needed was a good cleaning and hair spring adjustment. I would suggest that anyone working on these should be familiar with watch or platform balances as this is a delicate area. Basically, all one has to remember is to remove the stud pin and free up the hair spring from the stud and regulator before attempting to loosen the balance jewels for removing the balance wheel. The rest is standard clock maintenance. It even has a convenient mainspring let down lever that can be used along with the key to remove any spring power that is present. Remember to pin the hair spring in the exact place when reassembling. Minor timing adjustment of the balance might be necessary and that is where knowing a little bit about watch work comes in handy.
A total clean and adjust should be about $100, more or less, unless parts (main spring) might need replaced. Charging someone to just look at a clock to assess it is ridiculous.
