I would at a first glance have located this clock rather in eastern Europe, Austria or even Russia, alone because of the double headed eagle, which springs to my mind looking at the first photo.

English watches don't usually have balance bridges, unless the maker is an immigrant where they carry on with some mainland europe styles. Stroud doesn't sound like a Huguenot.

Looks like what's called a Sedan clock which were made in the last quarter of the 18th C. I don't know much about them but I have read they had large watch movements with square plates and verge escapement with balance and spring though adapted round watch verge movements are also found in them.

Definitely what would be called in England a sedan clock, but almost certainly not made in England due to the design as detailed above
