Recognize this movement?

I think this came from an observatory. The unusual style of the screws and escapement should provide some clues.
Does anyone recognize it? I'm assuming it is a seconds beat movement. I have a pendulum that will work with slight modification, but hesitate to do so until I know for sure.

I don't recognize the movement, but since the seconds hand is attached to the escape wheel, I agree that it's most likely a seconds beater.
