Preserving clock paper

I recently had to do some repair on one of my clocks and found the ID paper on the back coming loose.
It is old and yellowed and coming apart.
What is the best way to preserve the paper?
Is there an acceptable way to reglue them again to the back of the clock?

The professional paper conservator are using wheat starch paste for re-adhere paper label.
Recipe
The adhesive is applied with a soft brush under the label and some light weight is added on the label during drying.

Before making any attempt to restore a crumbling label take a good picture of it. If the label should fall apart at least you will have a good image for your records.
