ems, welcome to the NAWCC Message Board and thanks for posting your inquiry and the photos of your clock. This appears to be a French clock made in the late 19th or early 20th century. The name you have found on the base is most likely the name of the sculptor who did the statue, and will not necessarily be related to the maker of the clock. I don't recognize it but someone here may have that information.

The movement will likely be a French "roulant" or round-plate movement made by one of the volume manufacturers such as Japy, the Marti brogthers, or others. We need to see a photo of the back of the clock movement, which you should be able to see through the back door on the case. You will need to remove the bell and possibly the pendulum to be able to get a good photo of the movement back plate. There should be some kind of stamp there, for example a medal designation, serial number, pendulum length, or name or logos. With that information it could be easier to tie down when the clock was made. Use the macro setting on your camera to get a clear photo. Also, you may have to turn off the flash and use a bright desk lamp to light up inside the case so the detail can be seen.

If the movement is marked, access should be pretty easy, as this appears to be a time-only, and won't have a bell.

Based on the quality of the casting and the dial, I'm inclined to say this is a Chinese copy.

Pretty sure a "no go" without seeing the movement.
In the meantime, I have gotten hold of some German catalogues, showing a wealth
of "French" clocks (copies).

I'll go out on a limb here, without seeing a picture of the movement, looks original to me.
