I have this newer model Chelsea and want to take the hands off to get inside, but not sure if this is different from the norm. Is the seconds hand a press fit or something else? Doesn't seem to want to come off the normal way and I don't want to mess it up. What about the minute and hour hands? Can someone point me in the right direction. Thanks for your help!

A reamer has flat sided cutters and a cutting broach is tapered.
I don't have any reamers small enough to open up a worn bushing hole.
So, I use cutting broaches made for clock repair.
For larger mainwheels one might use a reamer.. where does one find a reamer for T or S 2 thru 5
I think we have a problem with calling the tool what it actually is
.

I use reamers exclusively to open worn bushing holes. If the plate is clamped securely, you should be fine. Reaming by hand is a different thing though.
