Need help in identifying of hallmark

Hello to all!

Can anyone help me to identify a hallmark, stamped on the plate of this movement (see att.) I suppose that it is a LeCoultre ebauche.

The next question is what does the Geneva seal mean when under the dial. When visible on the movement side it measn that the work was done in Geneva and inspected to meet standards in place at the time, but what about when under the dial

I have a LeCoultre raw movement, this one also has the seal under the dial
