Interesting jaws.

Well, I can tell you that it's not in the current Bergeon catalogue.

Can you show the whole tweezer next to a ruler (for scale) and show the jaw positions when they are closed? It might help.

With the angled end on the post I would guess it is to be used as a punch. Since the top portion doesn't continue for the entire circumfrence it would probably just make a tongue like projection. Maybe for punching a hook on the end of a mainspring?

There is a picture of one in my 1900 Benj. Allen & Co. Catalog. It says it's a hair spring stud tweezer.
