    A hand-held lapping device ? The (badly corroded) cone would take up a lapping disc. The pointed screw is a typical adjustable cone bearing seen on early (watchmaking) machine tools. The thingy probably would be driven by a bow.

    I faintly remember having seen such a tool in an old catalogue, but at the momement don't have time to flic through my collection of catalogues.
