Is there a good way to fix the winding arbor and cable drum on a Morbier movement? I have one where the arbor spins, but does not turn the drum to wind the weight. It looks like they originally hammered it onto the arbor and then soldered the other end of the cable drum after. It doesn't appear to come apart, but you can see the arbor just spinning.

We will need some pictures of what you have in order to help.

There really is no need of a photo. Anyone who knows a Morbier movement knows the general construction of the arbor and cable drum. The drum is a press fit onto the arbor, so as it wears, the arbor spins but the drum does not move.

It was likely originally staked to the arbor, probably at the gear. The barrel portion was probably soldered into a groove in the gear. You'll have to find a way to disassemble it in order to re-stake it firmly enough to support the weights.

That's a pretty strong statement. I have worked on multiple Comtoises and they are not all the same. Even the drums may be brass or may be wood. We could give meaningful advice if you show the wheel/drum assembly taken apart as much as you can. By taking it apart you may find exactly the spot where the slipping occurs and can see why.
