What is the proper name of this last (or first) wheel/pinion? The wheel has a broken tooth. I'm looking for a new one before I attempt to replace the tooth. It is a pain to separate the two pieces.

Commonly known as the minute wheel and pinion. Note that it turns the hour wheel.
Yes. It does look like It wasn't meant to be taken apart. It also looks like it is doing some or all of the friction slip work of a cannon pinion.
Note I said, looks like. Not having seen the rest of the clock that is.

I usually search all possible avenues before asking for help. I couldn’t find a suitable new replacement. I’m not ready to buy the equipment necessary for making new wheels.
