Picked this up a few days ago. I want to restore the top portion. I’ve been looking at photos on various websites and the figures would be gold guild and the back ground a bronze color. We’ll see how it turns out.

We had a similar clockcase by Moreau & it was really grey due to it being spelter, which yours looks like.
We cleaned the dust off with a soft brush & a hoover, & then gilded it with Liberon Trianon Gilt cream it looked amazing with a gentle buffing the next day, I'm not sure if you can buy the Liberon in the USA, it is cheaper than gilding with gold leaf.
It will be good to see updated pictures whichever way you do it.

Can you post a photo of your clock?

I would do, but someone saw it & bought it, I do apologise the case was made by P H Mourey France, it is called Angel & Child it might show up on the internet in a search I don't have the pictures anymore.
It was a fantastic look though, as you apply the cream & leave it to dry & then you can leave as is or buff the high points to a soft shine & it's really effective.
