Ingraham Mantel Clock Identification and Help

Here I believe I have a Ingraham mantel clock. I don't know what its name is or when it was available. I refer to it as the "Liberty" clock. Can't find it in the Trans Du Ley Ingraham book I have. My restoration has just begun.

There appears to have a piece missing from the top.

Please help to clearly identify this model and date...also if you know what is missing that would be great to know.
