That's a new one on me. Most of the chimers come from Germany, but that one I'm not so sure about. It looks old, but the balance looks more like an afterthought.

I have a similar movement in a Forestville mantel clock, mine has this type of escapement as well.I believe mine is original.

I agree, it's a typical Urgos set-up.
Around the later 1930s, quite a few German makers started to offer mantel clock
movements with a choice of a pendulum or platform / pin pallet escapement.
The thought was about transportation - it had become fashionable to place tambour
style clocks on the top of a living room closet instead of on a buffet or mantel piece.
A pendulum type movement would have been troublesome for that.

Here's the "normal" pendulum type movement to compare with.
