It looks like the poor lad could use a bath but the movement appears to be clean and unmolested, and the spring doesn't appear to have any kinks in it, so why not? I'd love to see a video of it once you've got it working!

Why would anyone bother to go to the effort to make a fake novelty clock? That's almost an existential question...

I think this maybe a fake.
Why?? This is a perfectly nice example of the type of clock that uses a spring pendulum like this one.

The boy needs a few licks of paint where it has flaked off, otherwise in nice condition.

I have one of these too. Mine is damaged quite a bit, and appears to have fallen off a wall.

It was given to me by my great aunt who said she purchased it on her high school trip to Europe in the early 60’s.

Wish high school trips to Europe was still a thing.

Thanks for the photos - sorry if I disturbed your Thanksgiving celebrations. I thought it might say Henry Coehler on the back, because HECO (which is on the dial) was his trade mark. Coehler was an importer, not a maker. Hard to say who made the movement but someone may be able to identify it.

What is holding the pendulum spring over to the side like that? If that can be straightened, the movement cleaned of dust and grime and the hand straightened, you will have a nice little novelty clock!

There is nothing wrong with novelty clocks
The lad has seen better days, he needs a clean and, maybe, repainting
It will look good when you get the clock going
