Lately, when I turn the chimes back on to Westminter from off, seems like no matter what time the minute hand shows, the strike hammer rods get hung up & i must remove a side window & poke around the levers until they free up. Is there some minute hand position other than just not near any of the 15 minute chime positions i should be operating the chime selector lever?

You can operate the chime stop lever at any time, unless the chime is in operation/running.

You could try turning them off right after the 3/4 hour chime. Then if you turn them on at any other time, the auto-sync feature will keep them out of operation until the next top of the hour.

Thanks for this tip!

How old is that clock?
Please send pictures of the rear plate in the clock movement.
Most movements used in Howard Miller clocks will have a reasonable life span of 20-25 years due to wear.
A common symptom of wear is malfunction of the chime train.
It needs the most power and has the heaviest weight.
Your symptoms seem to be of a worn movement rather than a chime lever getting stuck.
Best of luck with your clock,
Dick
