This appears to be a straightforward friction fitted tube, so one of the easiest to replace. I have used the tool you linked to many times for removing tube like this from the case, so yes it may work fine. The only thing is if you can find one of the pushers they supply that is the right size - if not you may have to make one, which is not a big task if you have a lathe.

Note that some brands recommend Loctite retaining compound (not thread locking compound) on the new tube at installation, so if that was done here you might want to heat the tube at the case if the tube isn't coming out easily.

Other's have recommended reamers to pull it out. That may get around the pusher sizing issue you mentioned. I don't have a lathe. I'm very much a beginner.
