How to keep paint from chipping off my old Seth Thomas Cottage dial?

Greetings,

Is there a way to keep more paint from peeling off my 1928 Seth Thomas cottage clock?

(Didn't think I should put clear tape on it.)

FWIW,I have very gently cleaned the dial and then used the spray version of Soluvar,it is used by professional conservators and is reversible if needed............
