Thank youAll I can say is that it's likely English, from around 1800. You can try UV light (black light) to find a maker's name on the dial.

as for 'identify the maker'... nearly impossible unless there's a signed dial, wouldn't you say? it does look english, so you could maybe google for 'english tall case clock' and then switch to 'images' to see if you can find similar.
