That's quite interesting. I can't think of any Austrian cuckoo case makers at the moment, and I don't recall ever seeing a cuckoo case marked like that. But I believe the movement is German, whoever the case maker was.It has "made in Austria" on the dial.

As for the extra holes, they seem to be exactly in a radius line with the legs of the present movement. I wonder if the first holes got worn and enlarged and so, instead of plugging the worn holes, the owner just moved the legs outwards to unused wood.

Your eyes and / or computer are better than mine.
I also thought of moving the legs as an explanation, but could not tell for sure if the legs were flexible or fixed in place.
