The handle portion of those tongs is a common one. The holding jaws were made in a number of shapes to suit more or less specialized jobs around a watch and jewelry shop. The sliding ring allows the tongs to be firmly clamped on the work so that the user could relax his grip or even lay the tool on the bench without losing the gripped part.

The part meant to be gripped in this tool might be identified from better pictures. One thought I have is it might hold a seconds hand with the hand inside the jaws while broaching the tube to fit its arbor. But I cannot tell from the pictures if the jaws have a suitable notch to hold the tube.

I suspect this works a lot better than a pin vice. It gets a better grip because it is better ergonomics than tightening a collar in the limited grab space.
