From the photo, the jewel that is in the balance cock does not look like a balance hole jewel. It appears to me to be a plate jewel. No way to tell what has been done downstream in this balance assembly in the photo. You are in luck that the jewels you need (hole and cap are in comp. settings) and not a gold cap, and should not be very expensive. It is a nice watch, and it is worth repairing depending on what you paid for it. A cleaning of the dial should make the hairlines in the center bit less noticeable.
