Gustav Becker chime not activating

Need some help with this Gustav Becker chime. I've attached a photo. The brass part is lifting but the steel lever that has tape on it is not lifting and therefore not activating the chime. Am I missing a part? I've tightened that screw as much as possible.it seems that when the brass lever lifts it should lift the steel lever as well.

It appears to be a striking movement, not a chimer. I’ve no experience with that particular movement, and can only offer this suggestion. If the screw you tightened is a shouldered screw, then the lever was meant to swivel. It is a very interesting movement. I’m curious to know how it works. Hopefully the right person will see your post.

Hi, yes you are correct it is the strike mechanism. Here are a few more photos. When I backed out the screw a bit more I noticed that there may have been lock title of some sort applied to body of the screw. Video wouldn't upload.

It looks like that if the piece that screws to the lifting lever would not turn on that axis of the screw as the lifting pin comes around on the gear it would lift the trip lever also. I see why it had Loctite on it but I would find a better way to make it rigid. Maybe:???:

It appears the two levers are screwed together to allow for height adjustment to the long lever. Perhaps a domed washer went missing, so lock tile was used instead?

This is why I'd like to see a video of it in action. Have never seen this model in action before. There appears to be something missing.
I'd probably try measuring both ends of the brass lifter. It may be possible that it is back to front?
I believe you are right. Here are some identical movements with the piece flipped.

Viewing these photos, it appears the brass lever swivels in case the hands are moved backwards? With forward motion, the upper tail braces on the post allowing it to lift the steel long lever. A video of it in action would be nice to see.

That seems like an odd way to make that happen. Better mouse trap I guess. Good eye, Will.
