That looks like a mark made by a repairman - I don't think it was there from the factory.

As to who made the movement, I am not sure but there are those on here who will be able to recognise it.

What does the whole clock look like?

Interesting case.
7 - usually refers to the length of the pendulum. This is the description used by FMS and Thomas Haller. Anyone else?
Maybe someone else will know. Additional photos of the mechanism would facilitate recognition.

Looks similar to a Carl Werner French style movement, albeit this one is unmarked. Compare to the marked example in the following post:

I also believe that this movement was made by Carl Werner.
I have not seen marked movement of this series.
There are a dozen such movements in my database.

Some elements are similar to Mauthe.
For example, in the lower left corner of the figure for the assembly kit number.

This is what it looks like ... only this '7' is a bit unusual. Or only I haven't met one on CW.
