Fusee dust cap initials. Cap maker or movement finisher?

Hi all,

As a follow on from my previous thread regarding the single roller fusee, with the initialled dust cap:

Here is another one...the inside of the dust cap is stamped with the initials W & A.O

Ideas or suggestions anyone?
