I bought this and a Seth
Thomas Parlor Calendar # 3 this weekend at a garage sale. I was extremely fortunate. I am trying to get some info on the Fusee and have not found anything at all. If anyone has any history, I would be thrilled.

Probably not the information you are looking for but interesting all the same, this is 31 Willow Street, Oswestry; currently a public house called the Five Bells: http://www.192.com/atoz/business/oswestry-sy11/public-houses/five-bells/77320acf66841a04af6af8de57af632ed68e0c6d/ldc/ It is also the listed address of the kitchen fitters Hampsons, suggesting that there is a business premises attached to the address. I think I am correct in saying that this type of clock could be found in shops and offices all around Britain and where often painted with the shop or business name on the dial. W H Norris may well refer to the one time business that operated from the Willow Street address.

A W.H. Norris is listed at that address by Loomes around the late 19th C. The style of the plates and pillars don't contradict that.

Find a copy of English Dial Clocks by Ronald Rose. I have several of these type clocks and that book is full of information about them. Mike
