It is supposed to change the setting mechanism to lever set or pendant set.
Yes, It is called a "switch arbor." Rockford made, I think, 3 versions of this 18s watch with a switch arbor. It didn't work very well and most of the time when you find these watches now, the mechanism is broken and it is stuck in one mode or the other.

Not, only am I an amateur and clean my watches, but when it's hard I'm afraid to break the clock. I go try the clean this watch
