Very interesting...I assume from your comment that the Hipp toggle is used to impulse the clock using the principle that Hipp developed in the 1800's?The clock appears to be a master timepiece of the type known as the "Hipp Toggle" type. They are well known in Switzerland and are excellent time keepers.
Your photos reveal that the toggle block mechanism has been removed from the pendulum rod. The toggle block is an important part of the mechanism.
I have enlarged part of one of your photos to show the toggle which engages with the missing toggle block part on the pendulum rod that would have moved left and right beneath the toggle.
Your pictures show a broken suspension spring device but missing is the entire suspension which supports the pendulum.
