Elmer's Glue-all will work well, if you roughen up the plastic using 80 to 100 mesh sandpaper. Willie X

In the past, I've used Duco cement but I think it sorta melts the plastic a bit? I never had any problems though. Willie X

Do it the old fashioned way and recover the tips with the material. Then you don’t need to take the bottom piece of wood off the whistle.

Hot glue gun for bellows replacement. I never went back after using the hot glue.
It seals great, dries in seconds, easy removal with no damage. Wood or plastic, works good.

I'm pretty sure it isn't recommended for those two plastics because it won't stick to them. Willie X

I'm not sure. There are about a kigillian types of plastics used for injection moulding. Someone out there might know. Willie
