Cuckoo clock is not striking. Why?

Hi,
I acquired a little cuckoo clock this past week-end. I just finished working on it and it is on test run. The bellows need repairs and I left them out to make sure the time side is working fine first. For now, it hasn't stopped. But I do have a problem with the strike. It will not go off and I don't even get the "warning click" at the hour and half-hour. I corrected the installment of the of the nuts (one holding the minute hand on, the other behind minute hand, see picture) and still the problem remains. I would very much appreciate your help as always. Many thanks!

You realize that without seeing the movement, we can
only guess.
I do have a guess though.
Without the connecting rods to the bellows,
one of the lifting levers has jammed against
the star wheel. They tend to fall too far and
get jammed.
That is my blind guess.
