So I was able to get the clock fully working until it got to 55 when the pulling arm is time to set the clock stops and it is really tight when I push the time forward. I am not really sure what to do in order to fix this issue. Any help will be appreciate.

The easiest thing to check first is to see if the clip on the backside of the rack stop lever shaft is too tight and causing a bind. (That's the shaft in the middle at the top with the music box wire attached by a set screw)
If not that, check to see what may be causing too much friction as the strike mechanism gets ready to strike.

Not sure what the 'pulling arm' is, but as you turn the minute hand. Look for what parts are trying to move when it gets tight. This sort of problem is usually obvious if you look long and hard.
