Looks like the clock face has been repainted. Not sure
Thinking of getting a certificate from Chelsea to see who it was sold to and when. Any info is appreciated.

I don't think it looks repainted either. I just bought one for parts I'll put pics of. I need the hair spring for my 1910 car clock. Chelsea made these for cars and ships. Your serial number seems to put it in 1900 to 1904

Dial looks original to me.
Im not sure paying for a certificate will give you more info than what you have. As above, the serial number puts it in 1901-04 time frame, and Chelsea will likely tell you that it was sold to a retailer (Riggs and Bro) around that time. I suspect they will have no record of who the end purchaser was....but I could be wrong :)

The numbers appear to have been retouched and repainted, some more successfully than others.
To me it just looks that some numbers are more worn than others, which would be normal. I see no sign of repainting, but of course things may be different if you have the clock in your hands.

The bottom strokes of the 6, 5, and 3 as well as the diagonal of the 4 look rough to me.

Having magnified everything as much as I can, I do see what you are looking at. I would still give the 6, 5 and3 the benefit of the doubt, but I have to admit that the diagonal of the 4 does look odd.

If retouching has been done, it does seem to have been very minimal.

I spent 40 years as a lettering artist, and may be oversensitive to irregularities in letterforms and numbers as a result.
It was usually my own ineptitude I was fretting over.

i would not give chelsea money to look it up.... they give you a certificate for your $35 but do not give you a photo of the actual record book... and i've heard that they sometimes make mistakes or mis-read.

your serial number will put you in 'close enough' mode... it's a nice clock and you should enjoy it daily.
