I wonder what function the soldiers at the top of the clock performed.

Thank you for the clarification.

I do not believe anyone knows for sure what the soldiers do, unless they have that model of Haas clock.

A reasonable assumption is the soldiers move forward at the hours, similar to a cuckoo clock.

Haas did make many cuckoos, so a function similar to a cuckoo clock is a reasonable assumption.
