Adjustment of Quail Movement

I have a quail movement that I’ve cleaned and have been able to properly set the time and the strike train. However I can’t get the quail train to work. As a reference guide I have been using the “Cuckoo Clock Owner’s Manual” by D.Rod Lloyd. It’s been very helpful. However the discussion and pic of how the flat part of the cam is to point at 12 is confusing.
attached is a pic of my clock countwheel at 10:30. All and any assistance is welcome. Thank you. I just added another pic of the countwheel at 12 o’clock.

Hey Vint,
The count arm for the quail looks stuck. I would think that it would be in a notch or riding the rim. Maybe there is a jam between the plates?

The quail wheel works on the same principle as the count wheel. There will be a drop into the notch that stops the quail. On yours, the quail calls every 15 minutes, either one, two, or three times, followed by the cuckoo on the hour. It's also possible that you have four quail calls before the hour count. I can't quite tell. At any rate, find what's preventing movement on that train, and you'll likely be rewarded with a properly running clock.
