Because of the INCABLOC marking and style of hands I think it might be newer, perhaps 1940s or even 1950s. I agree about the value, and perhaps USD150 is even a little high. Serkisoff of Istanbul was the supplier of TCDD Zenith first and then Molnjia of which Serkisoff was a representative.
