By looking at your picture, it looks like crown for Elgin OC (snap back type) but has waltham identification. In TM 9-1575 there is no info on this particular one only for the waltham dust-proof case. It's certainly not for any waterproof case. My guess is that this crown belong to waltham...

Jon, it is the second pivot but i think it the extension of the 4th wheel (the one at 6 hour) here the dial picture. As for rebuilding it, I am sad not having the equipment "yet".
