Well, I wimped out on this and bought a parts clock for a good coil. Clock arrived, put the new-old coil in, and life is good. At some point though I plan to try this experiment!
Well...maybe. It depends on the jewel size you are looking for, and if this is a visible pallet. I am not familiar with the clock. However, Timesavers has round visible pallet jewels for sale in a variety of sizes. Check the catalog. Good luck!

After taking a deep breath, I looked over this rotor again. Surprisingly, the center shaft was slightly out of round, and was binding. I replaced it with a center shaft from a parts rotor and voila...working rotor. I still have some bushing to do, as the rotor is still noisy, but that...

Turns out that I was the problem!!! I have had a devil of a time rebuilding this rotor, and something inside the rotor is binding, or the 10 tooth drive gear is slipping. I have a good rotor in the clock now, and everything is working fine. I will pull the miscreant rotor apart later...
David, Thanks for responding. It is a standard 3.6 rpm motor, M1313. The sweep is very SLOW compared to my shop clock...probably about a consistent 5 seconds per minute.
