Being that finicky, I would think it is more likely to be an escapement issue. Have you adjusted the depth of the pallets?

It's the type of recoil escapement. Here is the extreme version that only covers a couple of teeth.
These are a tic tac movement and the pendulum is attached to the crutch. What were you checking for?
